Astana, September 22-23, 2008 – The European Union’s Border Management in Central Asia Programme (BOMCA) together with its Government partners continues its efforts on strengthening border management. Under the agenda of its seventh meeting on 22-23 September in Astana, the Central Asia Border System Initiative (CABSI) provided an opportunity for coordination, comments, discussion and promotion of parallel funding from donor organizations and in-kind contribution to EU projects. The meeting was opened by Mr. Nurjan Danenov, Vice Minister of Foreign Affairs of the Republic of Kazakhstan, Ms. Ursula Fahringer, the Ambassador of the Republic of Austria to Kazakhstan, Kyrgyzstan, Tajikistan and Turkmenistan, Mr. Norbert Jousten, Head of EC Delegations to Kazakhstan, Kyrgyzstan, and Tajikistan, and Mr. Haoliang Xu, UN Resident Coordinator & UNDP Resident Representative in Kazakhstan. The Regional Manager of the BOMCA Programme Mr. Scott Pilkington, and Mr. Guy Schmit, Project Manager of ICMPD (International Centre for Migration Policy Development) presented the current programme activities and gave an outlook of future BOMCA projects. Introduction was made to the Integrated Border Management (IBM) in national administration on the basis of practice of Hungary by Colonel Mr. Janos Jenei of the Hungarian National Police. In their presentations, the representatives of the five Central Asian countries outlined their national border management strategies, on-going reform efforts, priorities, their views of Integrated Border Management in the Central Asian context. Turkmenistan was represented by Colonel Mr. Rozymamed Aganiyazov, from the State Border Service of Turkmenistan, and Mr. Dovlet Ulugberdiyev from the State Customs of Turkmenistan. Mr. Florjan Seitz of the German Federal Foreign Ministry opened the second day of the conference by a presentation on the Ministerial Conference on ‘Border Management and Drug Control in Central Asia’, which will take place on 21-22 October 2008 in Dushanbe, Tajikistan. Representatives of the Mini Dublin Group for Central Asia, United States, Russia, IOM, CARICC, OSCE and UNODC briefed the participants of the meeting on their current border management activities in Central Asia. *** BOMCA Programme is funded by the European Commission of the European Union and implemented by the United Nations Development Programme (UNDP).
