United Nations Partnership

In Turkmenistan, the work of all resident and non-resident organizations of the UN system working in the country is coordinated by the Office of the UN Resident Coordinator, who is also the UNDP Resident Representative. The UN Resident Coordinator is the designated representative of the Secretary-General and the leader of the UN Country Team.  

United Nations system in Turkmenistan comprises the following agencies: United Nations Development Programme (UNDP), United Nations Children’s Fund (UNICEF), United Nations High Commissioner for Refugees (UNHCR), United Nations Office on Drugs and Crime (UNODC), United Nations Population Fund (UNFPA) and World Health Organization (WHO). Two other affiliated organizations – the International Organization for Migration (IOM) and the World Bank (WB) – although not formally part of the Resident Coordinator System, fully participate in inter-agency groups and contribute to the work of the UN System in Turkmenistan. 

UNDP Turkmenistan implements its programmes along with the other UN agencies within the United Nations Development Assistance Framework 2010-2015, or UNDAF. This is the common strategic document of the Government of Turkmenistan and the UN System in delivering harmonised UN support to the implementation of the country’s development plans. UNDP also participates in different UN joint programmes on human rights, combating HIV/AIDS and avian influenza prevention that are implemented together with other UN agencies.

The following joint programmes were completed in 2009:
  • National Programme on HIV/AIDS Prevention in Turkmenistan (UNAIDS, UNDP, UNFPA, UNHCR, UNICEF, UNODC and WHO);
  • Improvement of the quality of social services and infrastructure and reproductive health for refugees and host communities (UNFPA and UNHCR).

UNDP maintains partnerships with various government organizations and institutions on a number of projects. Funding for UNDP’s joint projects is also provided by a number of donors including the Global Environment Facility, the European Union and the World Bank.

UNDP is currently involved in the following joint programmes:

  • Strengthening the national capacity of Turkmenistan to promote and protect human rights (a joint project of EU/UNDP/OHCHR, funded by EU, 2009-2012);
  • Support in conducting the national census and further analyses and management of data for reporting on MDG’s and national programmes (UNFPA, UNDP, UNICEF and UNHCR).
