UNDP Prepares Roadmap for Institutional Development of Civil Service Academy of TurkmenistanAshgabat, 28 June 2010 – The United Nations Development Programme (UNDP) has engaged with the Academy of Civil Service of Turkmenistan to develop a roadmap for the Academy’s institutional development as part of UNDP’s broader agenda to support enhancement of the public administration in Turkmenistan at both policy and institutional level.

The roadmap is based on the review and analysis of the existing legal framework regulating the work of the Academy, its structure and mandate. The document is currently being finalized by UNDP’s international consultant on institutional development Ms. Ivanna Ibragimova in close cooperation and consultations with the Academy.

Ms. Ivanna Ibragimova, an experienced specialist from Ukraine in the field of capacity development of national civil service organizations, worked in Ashgabat from 13 to 20 June 2010 to provide guidance and expert advice in accordance with best international practices to the key staff of the Civil Service Academy, its management and other relevant stakeholders to facilitate the development of the roadmap.

During her visit, Ms. Ivanna Ibragimova met with senior managers of the Academy and held consultations with key lecturers of the Academy. She also held a visioning exercise with students to lay the ground for the roadmap.

Wrapping up her mission, Ms Ivanna Ibragimova made a presentation on the basics of institutional development of the Academy of Civil Service of Turkmenistan which contains preliminary assessments and recommendations.

UNDP has been partnering with the Academy of Civil Service under the project titled “Enhancing the System of Civil Service in Turkmenistan” since 2010. The project contributes to improvement of the legal framework for civil servants and supports capacity development of the Academy of Civil Service to carry out successful programmes of teaching and training of civil servants.
